The man has a synthetic heart because he got into a bar fight with a naussican gang over dom-jot. He constantly throws his opponents words back in their face, even to species known for killing people over the same thing. Stood toe to toe against many klingons over the years, sometimes asking them to swing. Some of the most powerful known beings in the galaxy respect him.
Man's a legend.
Time and time again, Romulans tried to goad him into taking the first punch just so they had the excuse to play the victim and start a war. And every time to stared them down beating them with pure facts....and once with cloaked Klingon Warbirds.

I'm assuming that was a legacy choice. It did look ridiculous in a late 80s backdrop, though. I'm also glad they changed it up.

On the flip side, they also saw that Picard was really naive because Troi had to constantly tell him when the other side was hiding something.
