EU states back record South America trade deal after 25 years

In the news yesterday some farmer claimed that they can use pesticides in South America that have been forbidden in Europe for many years. If that is true, isn't this deal lowering the food safety standard? And then our minister of foreign trade said that it will lowering the food prices and in the next question he said that the European farmers don't need to worry because there are quotas so the market will not be flooded with food from South America. Those two statements are contradicting so at least one of them will not happen.
