But is it really spam if it's on-topic?
It feels like there must be some ulterior motive and I don't like it, but I can't figure out what that motive might be and I'm not sure the behavior by itself is "bad" enough to justify measures like removing the content. It could just be good-faith participants who want to maintain their privacy, even if it feels icky and suspicious to some of the rest of us.
(This isn't idle musing; I'm mod of another community and I've been struggling with what, if anything, I should do about this based on something stronger than "vibes.")

Although plausible, I find it very hard to believe that these are some "good-faith participants who want to maintain their privacy" so much that they act (practically) like cowards! Especially since these posts are (usually) not some crazy rage-bait posts that everyone can recognize as such.
I really don't know the motives either but I suspect these are bots who try to sway people's opinions in one way or the other without letting a conversation be made.
For me it's like entering a debate or a conversation, yelling an opinion (albeit on-topic and probably even valid), then running away.

Fun fact: Slashdot allowed (and I assume still does, although I haven't gone there in a long time) people to participate without having an account, and labeled their posts and comments "Anonymous Coward" where the username would otherwise be.
Maybe it's just because I've been around since The Before Times (i.e. prior to the rise of Facebook and other corporate social media that hates anonymity), but I don't find it hard to believe at all. Especially given the sort of demographic Lemmy attracts.
Indeed. Look at the state of the USA. People are so afraid to change things for the better, they allowed a pdf, rapist sociopath in the office. They cant risk their jobs, security, healthcare… now its even easier to find people with “ill opinions” and crush them. Then again, its their own fault, since the movements showed those pricks, its possible (getting people fired for doing shit in their free time).
